Threading the Needle: Water Risks and Sustainable Water Use in the Textile Industry

The textile sector, long celebrated for its creativity and cultural reach, faces a far less glamorous distinction: it is among the most water-intensive and water-polluting industries on the planet. From the irrigated cotton fields of South Asia to the dyeing factories of East Africa and Southeast Asia, the global fashion value chain exacts a staggering toll on freshwater systems. But the real concern today is not simply the volume of water abstracted or the level of contaminants discharged. It is the structural mismatch between current business models and the reality of water management of the 21st century.

As CEO of a company delivering advanced water solutions, I argue that water risk in textiles is not merely operational, but essential. This is a sector in which water is consumed and polluted in nearly every production step, across multiple geographies and regulatory regimes. And yet, strategic responses remain fragmented, reactive, and too often limited. We urgently need a paradigm shift in how water is governed, priced, and managed across the entire apparel value chain: solutions are available.

A Value Chain Drenched in Water Risks

The textile industry withdraws more than 215 billion cubic meters of water annually, comparable to the entire water use of Indonesia, one of the most populated countries on Earth. At the same time, it is responsible for up to 20% of global industrial water pollution. Yet only a fraction of companies publicly acknowledge water risks across the full value chain. This omission is more than a reporting gap, only partially solved in highly regulated environments; it reflects a deeper failure to operationalize risk where it actually resides: upstream in fiber production and midstream in dyeing and finishing.

Consider cotton, which accounts for roughly 25% of global textile fiber use. Around 73% of global cotton is cultivated in areas facing high or extremely high water stress. India, Pakistan, and parts of Texas (US) are emblematic: regions where over-extraction of groundwater for cotton irrigation contributes to aquifer depletion and rising energy costs. In 2011, Texas lost over half its cotton harvest due to drought, costing the state $2.2 billion. Similar patterns have emerged in Australia and Pakistan in more recent years.

But it is the dyeing and finishing stage that constitutes the epicenter of water pollution. Industrial discharge from textile plants often contains heavy metals, azo dyes, salts, and other pollutants; many of which are non-biodegradable and carcinogenic. In regions lacking adequate wastewater treatment, such as parts of Bangladesh, Vietnam, and Ethiopia, these pollutants flow directly into rivers and aquifers, compromising human health and downstream ecosystems.

The Financial Materiality of Inaction

The environmental externalities of the apparel sector are not merely environmental concerns; they are financial liabilities in waiting. Recent analysis of eight major apparel companies, representing over $110 billion in combined sales, shows that the annual cost of eliminating their water-related externalities ranges from $190 million to $1.77 billion per company. These costs include both the reduction of industrial water withdrawals and the treatment of wastewater discharges.

Wastewater treatment alone accounts for more than two-thirds of this cost, with dyeing and finishing discharges making up around 30% of the total. The capital and operational investments required are substantial, but the cost of inaction is likely to be up to five times higher, according to aggregated data from CDP disclosures.

Investors are beginning to take note. In 2020, more than 500 institutional investors requested nearly 1,900 companies to disclose their water impacts. Some are now factoring water-related liabilities into valuations, prompting a re-rating of firms that fail to address material risks.

Uneven Exposure, Fragmented Response

The distribution of water risks across the textile value chain is highly uneven. Upstream, fiber cultivation in climate-sensitive zones is increasingly vulnerable to both physical scarcity and regulatory tightening. Downstream, water-intensive manufacturing often occurs in regions with lax enforcement, weak infrastructure, and limited stakeholder scrutiny.

This geographic dispersion makes collective action difficult and blurs accountability. Many global brands outsource production through opaque supply chains, complicating traceability and reducing the incentive to invest in water resilience.

Moreover, the exposure of companies varies depending on vertical integration. Firms with deep control over upstream operations (e.g., vertically integrated manufacturers) can more easily influence water management practices. In contrast, brands reliant on contract manufacturing struggle to enforce standards, and often defer responsibility to tier-one suppliers.

Solutions Exist—But Require Structural Change

Technical solutions to reduce water consumption and pollution in textiles are not lacking at all. From low-liquor dyeing machines and digital printing to advanced effluent treatment systems and waterless finishing technologies, innovation is well underway.

Levi Strauss & Co., for instance, has developed a suite of “Water<Less™” finishing techniques that reduce water use by up to 96% in select products. Similarly, Inditex has committed over €4 billion toward circularity and environmental initiatives, including wastewater treatment in its supply chain. Yet these examples remain the exception, not the norm.

What is missing, from my point of view, is the alignment of incentives. Voluntary initiatives and consumer signaling alone will not suffice. We need regulatory clarity, pricing mechanisms that reflect environmental and social externalities, and capital markets that reward long-term water stewardship.

Toward a New Governance Architecture

A robust response to water risk in textiles requires governance reform on three fronts:

  1. Internalization of Externalities: Water tariffs and pollution charges must reflect true societal costs. This means going beyond token licensing fees to pricing abstraction and discharge in ways that alter production decisions.
  2. Data and Disclosure: Water-related data must be standardized, location-specific, and value-chain inclusive. Traceability tools and real-time monitoring can drive both compliance and innovation. Initiatives like the Higg Index and Science-Based Targets for Water are promising, but require broader adoption.
  3. Finance as a Catalyst: Investors and lenders should incorporate water risk into credit ratings, cost of capital, and engagement strategies. Blended finance instruments could unlock resources for wastewater infrastructure in emerging textile hubs.

From Risk to Resilience

The textile sector stands at a crossroads. It can continue to operate on outdated assumptions of unlimited water access and cost-free discharge or it can become a leader in industrial water stewardship. The transformation will not be easy. It will demand systemic reform, strategic investment, and a new ethos of accountability.

But the perks are significant. Reduced volatility in raw material sourcing, enhanced brand reputation, regulatory goodwill, and long-term cost savings. More importantly, a reimagined relationship between industry and water systems.

The textile sector presents particular challenges in terms of wastewater treatment, due in part to the complex composition of its effluents and the relatively low uptake of advanced treatment technologies. High-performance systems such as membrane bioreactors or nanofiltration units, which are well-suited to addressing the sector’s specific contaminants, are often underutilized, in part because of their higher operational costs. As a result, many facilities rely on lower-cost treatment options that, while accessible, may lack the necessary barrier function and are prone to operational issues such as leakage or inconsistent performance. This highlights a significant opportunity for improvement: by fostering access to more robust and reliable treatment technologies (through policy incentives, technological innovation, or collaborative financing mechanisms) the sector could significantly reduce its environmental impact while supporting broader sustainability goals

For textiles, threading the needle between profit and sustainability will decisively depend on how wisely, and how swiftly, we navigate the water challenge.
